Jeff Short focuses on information technology, privacy, security and data governance. He advises hospitals, health care systems, medical device companies and technology companies around the country on information technology and data issues. He represents clients on a broad range of information technology and health information matters, including the acquisition of electronic health record systems, provision of technology solutions to affiliates and consumers, innovation arrangement (including venture investments and IP licensing) and data use arrangements.

In addition to his experience on traditional information technology and data matters, Jeff has a significant amount of experience counseling clients on strategic health information technology arrangements with affiliated and independent health care providers involving Stark Law and Anti-kickback Statute compliant EHR donation arrangements. This experience includes extensive experience assisting hospital and health systems with establishing Epic Community Connect Programs, including strategy, business plans, cost models, contracts and continuing compliance oversight.  He is frequently called upon to assist clients with  their innovation initiatives and navigating the regulatory and vendor contract obstacles to such initiatives.
